REQUIREMENTS OF THE JOB:
Skills
• Ability to coach and mentor a wide variety of staff in a planning setting.
• Excellent written and oral communication and interpersonal skills.
• High level analytical and conceptual skills.
• High level problem solving, motivation, negotiation, and conflict management skills.
• Appreciation of/commitment to developing a performance and service oriented culture.

• Ability to interpret and apply technical and regulatory requirements.
• Ability to co-ordinate and manage processes and systems to achieve required performance outcomes.

Experience and/or Qualifications
• Undergraduate or postgraduate degree in Urban and Regional Planning or equivalent related qualification.
• Substantial postgraduate experience in Planning with that experience incorporating both statutory and strategic planning.
• Current Driver’s Licence.
• Experience in Town Planning with a Local Government.
• Eligibility for corporate membership of the Planning Institute of Australia.
• Experience in performance measurement at organisational and operational level.

Training
• Interpersonal and negotiation techniques; computer, permitting procedures for planning applications; basic administrative functions of Council; continuing professional development.
• Contemporary management approaches and techniques.
• Customer service/satisfaction.

KEY RESPONSIBILITIES:
(1) Supervise and provide assistance to the staff of the Planning Unit in the performance of their duties and to co-ordinate the processing of Development Applications in accordance with the requirements of the Integrated Planning Act.
(2) Lead the Planning Unit and provide specialist planning advice to the Manager Development Development Assessment - Planning, General Manager Regulatory Services, Chief Executive Officer and Council.
(3) Implement the provisions of Council’s Planning Scheme and Policies.
(4) Provide detailed planning advice to enquirers and prepare correspondence on complex planning matters.
(5) Assess and decide Code & Impact Assessable development applications in accordance with the I.P.A.. and Council’s Planning Instruments.
(6) Participate in reviews of relevant components of Council’s Planning Scheme and Policies.
(7) Negotiate on matters of planning significance with other Council Departments, external bodies, consultants and members of the public.
(8) The Officer is to be familiar with the Workplace Health and Safety Act/Regulations 1995 and actively participate in both the health and safety training and practical job related education ofall employees under his/her control.
(9) Such other duties as directed by the Manager Development Assessment - Planning.

SELECTION CRITERIA
Key Selection Criteria are used during the recruitment and selection process to assess the skills and experience of applicants in accordance with the competencies required of the role.
1. Substantial post graduate experience in Planning including statutory and strategic planning.
2. Demonstrated achievement in the assessment of Development Applications and contemporary knowledge of working with performance based planning instruments.
3. Demonstrated performance in a role which has provided a level of professional oversight over other officers’ work.
4. High level of interpersonal, communication and negotiation skills and ability tomrelate to people at all levels of the organisation.
5. High level of conceptual and analytical skills
6. Demonstrated ability to apply relevant theoretical concepts to practical effect and to work in partnerships to achieve strategic and meaningful outcomes.
