Procurement Manager
 

Position Title: Procurement Manager
Location: Charleston WV, Salt Lake City UT
Reports To: Chief Procurement Officer (CPO) or Direct report of CPO
Description: Serve as liaison between company’s Federal Business Segment’s Program Management teams and the Federal Systems Procurement organization. Primary on-site contact with company’s Federal Business Segment internal and external customers. Support requirements analysis to include consultation with customers to ensure fully defined procurement requirements and customer understanding of request fulfillment cycle. Facilitate all phases of the Sales Life-Cycle stages to ensure Procurement participation at the appropriate time including source selection, pricing exercises, supplier negotiations, NDAs, Teaming Agreements, Subcontract Administration and / or BPOs, etc. Contribute to the solution strategy and add significant value to the process by providing proper procurement consultation and training. Identify and recommend the preferred procurement channels and vehicles (SubKs, BPOs, Preferred Supplier Agreements, etc.) to meet business needs within proper Federal procurement guidelines and requirements. Monitor procurement work flow to include prioritization and escalation management ensuring appropriate service delivery based on problem/customer importance and urgency. Assure customer satisfaction for all procurement related activities and perform problem resolution. Attend and serve as the Procurement Management representative at program and project meetings. Interface with other company business and operations entities within the Sales, capture / business development, accounting, OGC, Contracts, Pricing, Program Control and Senior Management teams. Ensure compliance with Company Federal Policies, Procedures and Government regulations (FAR, etc.) as required.
Responsibilities:

• Pre-Award New Business Support- NDAs, Teaming Agreements, RFQs / RFPs, Subcontracts, Letter Contracts, etc.
• Recommending preferred sources of supply and procurement channels / vehicles to Federal Business teams to help them meet business requirements / contribute to the solution strategy.
• Attending New Business Opportunity reviews, company Federal Deal Review Board meetings, etc.
• Subcontract Administration- pre-award and post-award (cradle-to-grave) subcontract administration.
• Pricing support as needed (RFQs, etc.).
• Provide Company Federal Procurement Policy, Procedure, System and Process flow consultation / training to Federal Programs.
• Manage and drive Procurement issue avoidance and resolution.
• Manage / eliminate UAPs (walk Company Federal Program / Project Managers through UAP process, provide training, etc.).
• Coordinate and follow-up on vendors with payment issues and drive these to resolution / closure as needed.
• Utilize and distribute procurement reports to Federal Programs and follow-up on critical procurement, subcontract and purchase order related issues- reports include: Subcontract / PO Expiration Status; Subcontract / PO Funding Status; Subcontract / PO Cycle Time (manage / follow-up on PRs in progress, etc.); Vendors with Payment Issues; Small Business Utilization; Siebel Reviews; Supplier Playbooks; Supplier Watch Lists; Suppliers to Be Deactivated; etc.
• Assist Supply Planning and Federal Programs with outstanding supplier past performance assessments, etc.
•Assist Program / Project Managers in managing under performing suppliers (keeping Supply Planning notified).
• Assist Supply Planning in identifying and maximizing / optimizing the use of Company Federal “Preferred” supply base Programs should be utilizing our Federal Preferred Supplier Agreements (RAP, Mentor Protégé, etc.); etc.
• Attend regular and ad hoc Federal Program meetings as the Federal Procurement representative ("Central Point of Contact"), to provide procurement consultation and manage program requests for procurement support needs, etc.
• Special projects

Qualifications:
1) Individual must have a thorough knowledge of Federal Government acquisition methodologies for goods and services; understanding of procurement systems and working knowledge of integrated business systems; working knowledge of applicable government regulations (FAR, etc.); and working knowledge of current IT marketplace services, hardware and software applications.
2) The individual must have strong Federal Subcontract Administration skills. Excellent interpersonal skills are mandatory for this highly visible position. Excellent oral and written communication skills. Ability to work independently and think outside-the-box whenever ingenuity and creativity is allowed. Project Management and presentation skills are required. Sound judgment and analytical skills required. Must be task oriented, self motivated, organized and possess inherent ability to perform as a team member or team leader. The ability to teach, coach, mentor and train others is important.
3) BS/BA in Business Administration or related field and / or extensive experience in a related field as an equivalent to the degree; Minimum of 5-10 years o
