Principal Functional Analyst

Duties:
The hired candidate will assist 1NCD in aligning the Naval Construction Regiments (NCRs) and the Seabee Readiness Groups (SRGs) in accordance with the commander’s intent. The candidate shall support the alignment effort by providing solutions and force wide integration to the following initiatives:
Improvement of training effectiveness
Enhance Training “ownership”
Improve NCR/SRG workload balance
Command/control the homeported force
Improvement of operational and training effectiveness in order to positively impact the health and tone of the force through
Improved and Mission Focused technical (construction) training
Improved and Mission Focused projects, both homeport and deployed
Improved and Mission Focused functional/programs oversight
Improved and Mission Focused focus on the individual Seabee
Operational Effectiveness Improvements through
Enhanced Supported Commander Relationships
Command/control of the operational forces (units deployed and homeport units ready for tasking
Resource level of the work
Development of future work more fully to include
Identification and socialization of Theater Security Cooperation projects
Practical, hands on training projects (CONUS and Deployed for Training)
Naval facilities improvement projects
A balanced active component Naval Construction Regiment workload
An overall workload balance improvement of the NCRs and SRGs
Required Qualifications:
Must have current DoD SECRET Security Clearance to qualify.
Must possess extensive experience with the operation of the 1NCD and related field activities. The candidate shall be highly motivated, proactive, and extensively collaborative in abilities to identify, develop, and modify ideas, requirements, and tasks related to the realignment of the NCRs and SRGs. The candidate shall be a subject matter expert within 1NCD and subordinate agencies to provide coordination of Enterprise Command Center planning, architecture, and information sharing processes. The candidate shall be proficient with the use and implementation of up to date state-of-the-art techniques, technology, and trends in program management, command and control and military doctrine.
Position requires Bachelors degree in related field or equivalent experience and ten to twelve years of related experience. Masters degree preferred.
Desired Qualifications:
Able to operate at the highest levels of the various staffs.
Recent retiree from Seabee Community.
